Filter used is a FTU filter called VM Instant Art-Spiderweb.

Font used is a FTU font called Windshield Massacre.

Open a 600X250 Transparent New Image.

Open Paper2 and copy and paste as a New layer.  Activate the bottom layer

Selections Select All, Activate the paper layer, Image Crop to Selection.

Open Paper1 and copy and paste as a New Layer.  Activate the bottom layer

Selections Select All, Activate the top paper layer, Image Crop to Selection.

Effects Plug Ins VM Instant Art Spiderweb  I used the following settings:

So your paper went from looking like this:

To this:

Change the Opacity to Overlay.

Open BloodyHandBrush and copy and paste as a New Layer.  I moved to

the bottom right hand side of the tag and below the tube layer.  Lower the 

Opacity to 64.  Activate the bottom layer Selections Select All, Activate the 

hand layer, Image Crop to Selection.

Open Barbwire and copy and paste as a New Layer.  I moved behind the

tube layer and down.  Activate the bottom layer Selections Select All, 

Activate the barbwire layer, Image Crop to Selection.

Open Fog and copy and paste as a New Layer.  I moved to the left a bit.

Activate the bottom layer Selections Select All, Activate the fog layer, 

Image Crop to Selection.

Open Moon and copy and paste as a New layer.  I moved to the upper 

right hand corner.  Activate the bottom layer Selections Select All, Activate 

the moon layer, Image Crop to Selection.

Open Moss, Image Mirror, and copy and paste as a New Layer.  I moved to

the upper right hand side of the tag and below the tube layer.  Activate the 

bottom layer Selections Select All, Activate the moss layer, Image Crop to 

Selection.

Open ShatteredGlass and copy and paste as a New Layer.  I moved to the

upper right hand side of the tag and below the fog layer.  Activate the 

bottom layer Selections Select All, Activate the glass layer, Image Crop to 

Selection.

With your top layer active, Add a New Raster Layer and flood fill with a 

dark color.  Selections Select All, Selections Modify Contract 3 and hit the

delete key once on your keyboard.
