Font used is FTU font by Billy Argel called Dove of Peace.
I also used a brush or two.

Open a New 851x315 Raster Background and flood fill with white

Open Scrap CP_IB-Molly Harrison-107-3-El10 and copy and paste as a new layer.
I scootched to the left a bit and down, next to the flower in the mask and gave it a drop shadow.
Open Scrap CP_IB-Molly Harrison-107-3-El18, Image Resize 161x315.
Copy and paste as a new layer. I moved below El10 (Flower) and moved it to where I liked it.
Add Drop Shadow.

I moved below the paper heart but moved to the left and up.  See my tag for reference.
Add Drop Shadow.
Open Scrap CP_IB-Molly Harrison-107-3-El22 and copy and paste as a new layer.
I moved this to just above the mask layer.
I moved to the left, added a Drop Shadow, Duplicate, Image Mirror, Mirror Horizontally,
Image Mirror, Mirror Vertically.  I merged these 2 layers together.
Open Scrap CP_IB-Molly Harrison-107-3-El05 and copy and paste as a new layer.
I moved below the mask layer and to the left.  Add drop shadow.
Layers duplicate, Image Mirror, Mirror Horizontally,
Image Mirror, Mirror Vertically.  I merged these 2 layers together.
Open Scrap CP_IB-Molly Harrison-107-3-El09 and copy and paste as a new layer.
I made sure this was the top layer and I moved it down and to the right so the whole
butterfly is showing. Add drop shadow.
Open Scrap CP_IB-Molly Harrison-107-3-El04 and copy and paste as a new layer
I moved below the mask layer and down  so the ink was below the stars and jewels.
With your eraser tool, erase any part of the paint brush that is showing.  Change
the opacity to what you like.  Mine is at 48. Layers duplicate, Image Mirror, Mirror Horizontally,
Image Mirror, Mirror Vertically.  I merged these 2 layers together.
Open Scrap CP_IB-Molly Harrison-107-3-El06 and copy and paste as a new layer.
I moved to the far right so that only part of the black brush design is showing.
Layers duplicate, Image Mirror, Mirror Horizontally,
Image Mirror, Mirror Vertically.  I merged these 2 layers together.
Open Scrap CP_IB-Molly Harrison-107-3-El01, Image Mirror, copy and paste as a
new layer. I moved below the jewel layer and to the left a bit.  I chose to erase some of the
stray part of the reather that was down toward the bottom of the tag.
Now for the border.  Choose a color from the tag (I chose a color from the peacock
feather), Layers, New raster layer, and flood fill with your color of choice.
Selections, Select all.  Image, Crop to selection and that will take care of everything
you can't see hanging off the sides of your tag!  Selections, Select all.  Selections, Modify
Contract 3 and hit ok.  Selections, Select None.  Now you can leave like that or you can
do what I do.  Adjust Blur Gaussian Blur of 3 and hit ok.  Doesn't look like much but you
have to layers duplicate and then layers merge to get the look you want.
Add copyright and name.  I added a brush layer to the name on mine.

For an Avatar here is what I do.
I open a New 180x180 raster layer. Go to the top element in the banner tag and click
it to make it active.  With my selection (rectangle) tool make a square. Copy merged and then activate
the avatar and copy and paste as a new layer.  Go to the banner tag. Selections Select None.
Back at the avatar I just line up the bottom left corner. Activate Raster 1, Selections, Select All
then go to your merged layer, Image, Crop to selection.
