Mask used is Mask 53 by Moonbeams and Spiderwebs.
Font used is a FTU font called Angels Message.

Open an 800X700 Transparent New Image.
Open ScrapRD_TTS25-fra3 and copy and paste as a New Layer.
Open your tube (I used the 3rd tube and the close up version called Out to
Dry) and copy and paste as a New Layer. Move the tube down a bit. You
will probably have to move the frame down too. Move the tube so it is just
covering the bottom portion of the middle of the frame. Duplicate the tube
and move one below the frame layer. With your eraser tool (I recommend
hiding the bottom tube layer) and your top tube layer active, carefully erase
what is going over the top of the frame taking care with the left hand side.
Activate the bottom tube layer and erase what is showing under the frame.
With your magic wand and your frame layer active click on the inside of
your frame. Selections Modify Expand 10. Open ScrapRD_TTS25-pap8
and copy and paste as a New Layer. Move below your bottom tube layer.
Selections Invert and hit the delete key once on your keyboard. Don't
Deselect yet.
Open ScrapRD_TTS25-ele6 and copy and paste as a New Layer. Move to
just above the paper layer and move into place. Since your Selection is
already inverted just hit Delete once on your keyboard. Selections Select
None.
Open ScrapRD_TTS25-ele4 and copy and paste as a New Layer.
I moved to the upper right hand corner of the tag. Move down to below
the paper layer. Layers Duplicate Image Mirror and Flip.
Open ScrapRD_TTS25-ele12 and copy and paste as a New Layer.
I moved down below the paper layer and up to the right hand corner.
Layers Duplicate, Image Mirror and Flip.
Open ScrapRD_TTS25-ele 13 Image Mirror and copy and paste as a New
Layer. Move below the paper layer and to the bottom right hand side of the
tag. Image Rotate, Free Rotate Check Right, Check Free and put in 23.00.
Open ScrapRD_TTS25-ele32 and copy and paste as a New Layer. Move
under the paper layer and to the upper left hand side of the tag.
With your bottom layer active, Open ScrapRD_TTS25-pap8 again and
copy and paste as a New Layer. Open your mask, Layers New Mask Layer
from Image, Scroll down to find your mask and hit OK. Layers Merge, Merge
Visible. I had to make the mask a Little bigger so I did Image Resize and
changed the top number to 900 and unchecked resize all layers and hit
OK. I moved the mask around a bit too.
Layers Merge, Merge Visible. I like my tags to be 600 pixels so I resized.
